I believe that's "Sora no Daikaijū Radon" "Radon, Giant Monster of the Sky" released in the US as "Rodan! The Flying Monster!" (Wikipedia) Radon is a problem in New Jersey and elsewhere where certain rocks have "radon daughters" not good for lungs requiring constant basement air venting. One site closed hundreds of houses and were fenced and then abandoned. Another place a byproduct of phosphate mining, once required thicker house slabs and steps in Florida.
